台灣地區的垃圾清運量，隨著經濟發展及人口成長而急遽增加，根據行政院環境保護署（簡稱環保署）統計，1989年度的垃圾總數量是625.87萬噸，平均每人每日產生0.896公斤垃圾，1997年度的垃圾總數量則高達888.08萬噸，平均每人每日產生1.135公斤垃圾。在掩埋場及焚化爐的尋址及設置困難的情形下，中央及地方政府陸續推行各項資源回收政策，進行垃圾減量，包括環保署於1997年3月所推動「全民參與回饋式資源回收四合一計畫」、台北市政府2000年7月實施的「垃圾清理費隨袋徵收制度」、高雄市政府1999年7月推動的「垃圾不落地暨資源回收三合一政策」及2001年推動的「強制垃圾分類制度」等政策。
根據環保署(1997)的調查發現，國內的一般垃圾中約有40%-50%是屬於可回收再利用的資源垃圾，2001年上半年的資源回收量占所有可回收垃圾的比率已由1997年度的12.82%成長為29.59%，雖然有進步，但是在執行上仍有一段尚待努力的空間，因此，了解民眾對資源回收的態度以及其資源回收的行為當可對政府執行資源回收政策時提供參考。

政府除了加強軟硬體措施，提供更多的資源回收管道之外，對如何刺激、鼓勵、教導民眾實質參與資源回收工作更是努力的重點。本研究延續邱家範(2000)及楊書銘(2001)之研究，將Dunlap & Van Liere (1978)發展的「新環境典範」變項融入計劃行為理論中的態度變項、與主觀規範及知覺行為控制、道德義務等變項，透過觀察法、問卷調查及「結構方程式模式(Structural Equation Modeling)」分析，比較資源回收者與非資源回收者環境態度與行為的差異，藉以提供政府實施資源回收教育及修正資源回收政策參考，希望能使偶爾回收者變為經常回收者，同時將非回收者變為回收者，朝向「全民參與」資源回收的目標邁進。
