本研究以南投縣環保局各鄉鎮市公所清潔人員為研究對象，為廢棄物清理法之最基層執行機關，亦為環境教育法所稱之機關（構），必須每年執行環境教育4 小時。為能有好的環境素養服務民眾來從事街道清掃、垃圾清除、垃圾分類與回收、溝渠清疏等為民服務工作，本研究參考謝素馥 (2015)「高職生環境素養量表」，修改編制為「環保局清潔人員環境素養」問卷，共有三個向，分別為：環境價值觀與態度，有三十七題、環境行動經驗，有十三題及環境行動技能，有九題。總共五十九題，擬定以問卷調查法（Questionnaire Survey）分別調查城鄉間的清潔人員環境素養知識的實際情形。根據文獻資料蒐集與設計相關問卷，並以線上調查的方式，請參與的清潔隊員填答，後續整理所回收的調查資料，進行描述性統計、t 檢定、變異數分析（ANOVA）、迴歸分析等資料分析方式，並根據分析結果進行討論。
本研究發現參與研究的清潔隊員於環境素養「環境行動經驗」分量表的平均得分較高；清潔隊員於環境素養「環境價值觀與態度」的反應兩極；清潔隊員於環境素養「環境行動技能」的得分偏低。另分別以「環境素養」各層面「環境價值觀與態度」、「環境行動經驗」、「環境行動技能」為依變項，以清潔人員所屬機關為預測變項，結果發現均無預測力，也就是說，城鄉差異對環境素養沒有直接影響效果。由研究結果可知善用網路媒體提升環境相關知識、舉辦環境教育活動提升清潔隊員的環境態度、透過環境教育減少教育程度在環境素養的差異並多接觸環境相關資訊有助於培養環境素養。

The purpose of this study was to investigate each township offices' waste collectors of Environmental Protection Bureau, Nantou County Government. They are not only the basic Executive units in the Waste Disposal Act , but also listed institutions in the environmental educational act.They have to do at least 4 hours every year to fulfil the environmental education policy implementation. In order to have good environmental service people, whose services are engaged in street cleaning, garbage collection, garbage classification and recycling, drainage dredging and other public services related to fundamental environments. Questionnaire was designed based on a study of students’environmental literacy of technical highschool (Hsien , 2015). The questionnaire contains three directions: 37 questions on environmental values and attitudes; 13 questions on environmental action experiences; and 9 questions on environmental action skills.Fifty-nine survey questions in totalto investigate the knowledge gaps on environmental literacy of the waste collectors between urban and rural area. The survey was carry out either online or by hand. The collected questionnaires were further analyzed with statistics of the t-test, the variance (ANOVA), regression analysis. Discussions are based on the results of these analysis.
The study found that the waste collectors on the direction of "Environmental Action experience" got the higher average score; Controversy on " environmental values and attitudes"; and low average on "Environmental Action Skills". Other analysis on"environmental values and attitudes ", "environmental action experience" and "environmental action skills" as dependent variables , found no relavent forecast to the waste collectors on authorities. Which indicates that the gap between urban and rural areas in environmental literacy doesn't directly affect the results. The study results show that using internet media to enhance environmental knowledge is an advantage. Organizing environmental education activities to enhance the environmental attitudes for waste collectors can reduce the extent of differences environmental literacy.
Environmental education and more contact on the information could help to develop environmental literacy.
