中國自1978 年改革開放以來，三十年來持續快速的經濟發展，雖然帶來鉅額的總體財富，但也衍生出不少問題。中國目前需要靠海外的農業輸入以滿足龐大的人口數；兩位數的經濟成長加上有限的能源蘊藏量，讓目前中國的能源生產只能滿足不到五成的國內需求。
　中國的經濟除了面臨由計畫經濟轉型到市場經濟的過程中所出現的各種矛盾與挑戰，更面對著全球化經濟浪潮的衝擊以及主要工業國家的反彈。2001 年中國加入世界貿易組織（WTO）後，全面推行「走出去」政策，鼓勵中國企業進行海外投資，進一步促使境外投資相關法律法規的變革。
　中國的非洲之旅造成了兩種截然不同的看法，樂觀的人認為中國對非洲事務的積極將幫助開發更多的資源，例如石油、天然氣、稀有礦物等等，為落後國家累積財富，整個世界將因此獲利，衝突也將因而降低。但悲觀的人認為，中國在非洲的崛起將帶動各大強權為了爭奪資源而爆發衝突。非洲國家非常歡迎中國政府參與非洲事務，中國不會像歐美國家用民主、人權等議題作為投資或援助的前提。可是，中國的非洲佈局也開始突顯出非洲與西方社會之間的矛盾。
　究竟中國是想幫自己與非洲繁榮，並融入世界秩序的崛起強權，還是想拉攏這些國家而共同塑造出新的國際遊戲規則？若是前者，則國際社會應該正面鼓勵中國積極的非洲外交；若是後者，則西方社會將起而抵制中國在世界的軟硬實力。
　事實上，這兩種觀點並不絕對互斥。中國的非洲佈局除了在於獲得資源外，更在於推廣政治、經濟的價值觀，拉攏這些國家的支持。因此，西方國家開始關注這股趨勢對自由民主價值觀的影響，直接呼籲民主國家應掙脫「民主」、「人權」的緊箍咒，積極地與非洲打交道。非洲的土地、資源、與優越地戰略位置讓自由主義的價值觀開始向維護國家利益屈服的趨勢。簡言之，國際秩序正因中國的崛起而產生微妙的變化，很明顯地中國的非洲佈局的確對國際甚至世界秩序產生了影響。

　Since “The Chinese Economic Reform Policy” in 1978, China obtained a substantial amount of overall wealth through the three decades of rapid economic development, but it caused many problems as well. China now relies on overseas agricultural inputs to meet the needs of their huge population; China's current energy production can only satisfy 50% of domestic needs due to double-digit economic growth and limited natural resources.
　China's trip to Africa trip had two different views, optimistic people think China will help Africa to develop resources, such as oil, natural gas, rare minerals, etc., thus, the backward countries can benefit from it. However, pessimistic people believe that China's rise in Africa will let the major powers to compete for resources and lead to conflicts. African countries welcome Chinese government involved in African affairs, because China is not like Europe and US do, which is that using democracy, human rights or other issues as a prerequisite for investment and aid. Nevertheless, this kind of layouts will highlight the contradiction between Western countries and Africa.
　The main goal of China’s layout in Africa is not only to obtain resources, also to promote political and economic values, furthermore, to win over the support of these countries. Therefore, the Western countries started to pay attention to this trend which can affect democratic values, state that they should get rid of prejudices and to deal with Africa actively.
　In short, the international order changes subtly in case of the rise of China, and it is obvious that China’s layout in Africa influences the international order indeed.
