本研究是從事德國梅克爾政府的國家安全政策研究，以探討影響德國國家安
全的因素為主，並以其在2006 年所提出之德國國家安全政策暨聯邦國防軍規劃
白皮書做為主要探討的脈絡。
透過重新審視德國歷史，可以發現地緣以及經濟為影響德國國家安全的因素。
在德國歷史上，領土以及其經濟發展等問題，即德國的地緣與經濟問題的發展，
構成不同時期德國所面對之國家安全的挑戰，而德國也因此與其西方盟友有更深
入的互動。此外，將回顧歷史所找出之影響德國國安的因素，藉由現實主義的學
術理論的指引，與學術理論相結合，能更進一步地瞭解這些因素的重要性。
在全球化的潮流中存在著種種機會與挑戰，為克服這些挑戰，德國需要透過
北約及歐盟來協調與西方盟友在各種領域中進行合作。雖然北約與歐盟存在著某
種緊張關係，但是德國試圖求取兩個組織的平衡，以維持住整個西方同盟，盡可
能確保德國的國家利益。而其中的關鍵在於美國的態度，因而德國需要盡量與美
國維持良好的關係，以便於推動一個更加整合的歐洲聯盟。
在此脈絡下，本研究認為，德美關係雖看似有距離，但其實相當緊密。其中
的主要障礙，或許是美國政府的單邊主義態度。當美國政府願意在諸如減少排放
溫室氣體、伊朗核問題等議題上，採取較為溫和、讓步的手段，其實是讓德國更
有空間幫助美國推展這類議題，德國也可順勢在美國領導下，承擔更多全球責
任。
