為了建立國際關係學科的普遍性理論，研究國家間關係的權力平衡理論過度偏重客觀權力差距、權力分配等影響因素，卻忽略了使其物質條件成立的主觀認知因素，也將許多理論的前提假設隱而不談，而此前提假設又與認知因素具有相當重要的關連性。故本文試圖重新指出致使權力平衡理論成立的先定假設，並且從主觀認知因素切入，探討包括威脅意圖、利益考量等認知因素在權力平衡理論中扮演的角色，由此將衍生出威脅平衡理論、利益平衡理論等討論，但是無論以威脅意圖或者利益認知來代替權力，仍然來自於對客觀物質力量的判斷，此則造成理論的侷限性，無法正視非物質力量的作用；而建構主義觀點的同盟理論，論述身份認同如何與威脅意圖、利益認知形成互為建構的關係，正好可以彌補這個缺口。
