摘要
台灣是一個人口稠密、四面環海且天然資源不足的島嶼，為了能持續維持經濟的發展和空間資源的有效利用，台灣四周的海洋環境就必須有計畫的開發和管理。因此在開發海洋環境的同時，必須做好環境的監測與資源的保育，避免重蹈以往對陸上資源開發所造成的環境污染與破壞。環保署歷年來極為重視海洋環境的保護，對於海域水質的監測不遺餘力，並制訂海洋污染防治法，為我們台灣的海洋環境做把關的工作。因此目前對於海洋環境的開發與利用，最重要的課題便是要如何有效的控制這些污染物在承受海域水體中所造成的污染。
而海洋立國的我們，長期以來對海洋環境的忽略，使我們的海洋遭受嚴重的破壞與汙染，所以有必要對海洋環境，作更多的研究與了解。因為，人類生活環境除了陸地，海洋其實是調節人類生活環境最大的寶庫，因此我們要更加愛護海洋環境。藉由以南部海域之海洋環境探討為研究對象，重新建構海洋觀念，提出有效解決屏東縣海洋污染防治對策，永續發展我們的海洋，提高海洋經濟收益與環境保護。
對屏東縣海洋環境污染防治，提出建議如下：
一、 加強興建墾丁地區之污水下水道系統。
二、 持續對龍坑保護區監測並成立油污緊急應變小組。
三、 加強稽查核電廠溫排水。
四、 督促大鵬灣國家風景管理處做好環境監測及廢水處理。

SUMMARY
Taiwan is an island of dense population, all-around ocean and insufficiency of natural resources. In order to continuously maintain economic development and effective utility of space resources, the all-around marine environment should be developed and managed in a fitting plane. Accordingly, during the development of marine environment, the environmental surveillance and resource preservation should also be well improved; that is to avoid the same mistakes of environmental pollution and destruction caused by development of continental resources. The Environmental Bureau recently lays much emphasis on the protection of marine environment,
surveys the ocean water specimens in great efforts and regulate the marine anti-pollution law to guarantee the quality of marine environment. The most important subject therefore is how to effectively control those pollutants undergo in marine water which causes substantial pollution, in terms of the present development and utility of marine environment.
As an ocean-established country, the protection of marine environment has been long term overlook; it makes our ocean damaged and polluted seriously, it is therefore required to launch more research and understanding over marine environment. That is, the ocean except for the continent is the biggest treasure to adjust human living surroundings; we should protect the marine environment without turning back. To explore the marine environment in Taiwan southern ocean as a research target, we reshape the marine concept; bring up effective strategy against the ocean pollution located in Pin-Don County; develop our ocean everlasting; and, finally promote marine economic income and environmental protection.
The proposal to the protection of marine environment in Pin-Don County draws as followed:
1. Strengthen to build up Ken-Ding drainage system.
2. Continue to survey the Long-Ken Preservation Area and establish emergent adaptive team for oil pollution.
3. Strengthen to survey the drainage of lukewarm water by Nuclear Factory.
4. Supervise the Dapeng Bay National Scenic Bureau to execute the work of environmental surveillance and waste water treatment.
5. Educate farmer the correct concept to use pesticide.
6. Improve the pollution in river.
7. Watch the pollution caused by vess.
