普遍性與殊異性之間的對立長久以來便是倫理學中重要的議題之一,而這樣的思維也對國際關係理論產生了深遠影響,甚至是構成國際關係運作的重要基礎。在過去國際關係理論受到實證主義籠罩之時,國際關係中的倫理問題雖非不具重要性,但卻非國際關係「理論」可以多加著墨的範疇。但對此種觀點抱持懷疑的看法不但未曾消失過,在1980年代左右開始,國際關係理論更經歷了一波批判的轉向。現在這樣的轉向已經不僅僅停留在知識論的議題上打轉,更進一步地深入探討國際關係較為實質的倫理議題,而道德原則所具有和所應有之普遍性與殊異性自然也就成為關注焦點,Andrew Linklater國際關係批判理論中的主題之一便是在於探究此一問題意識如何影響政治社群的發展。 然而Linklater本人的著作一來基本上是沿著其方法學,即規範層面、社會學、實踐學等三個面向上逐步展開鋪陳,二來其國際關係批判理論之建構又牽涉到與不少其他國際關係理論如現實主義和英國學派等進行對話和整合,因此對於普遍性和殊異性的議題的關注乃是散落在這些不同的討論之中,而非是對此進行系統性的論述。 在這樣的前提下,本文便是希望能夠以普遍和殊異此一重要倫理學議題作為探索Linklater國際關係批判理論的角度,一方面釐清他如何慢慢地發展出一種能夠尊重差異的普遍性而打破這兩者看似對立的關係,以及體現此一普遍性所要求之後西發利亞政治社群對現代主權國家有何影響;另一方面筆者也希望這樣的角度依然能夠整理和呈現出Linklater方法學三面向的實質內涵,以及其國際關係批判理論與其他理論之間的關係,以期達到初步了解Linklater理論的獨特之處。 |
