本論文旨在透過中國與歐盟之英、德、法三國折衝武器禁運政策上探討中國對歐之外交戰略佈局，並從夥伴戰略觀上，檢視中歐全面戰略夥伴關係的成效與其對中國邁向國際強權的意義。中國在1989年發生嚴重侵犯人權與傷害民主化的天安門事件，使得當時國際社會為了制裁中共獨裁專制的行為，同時期望能至此有效監督中國的自由民主與改革開放，國際列強多有展開必要的因應，其中對國際政治版圖消長與亞太區域穩定較具影響的即為歐盟〈當時為歐體〉對中國採取之武器禁運政策。因此本研究是以歐盟對中國之武禁政策的歷史緣起、當前現況與未來發展做為開場。武禁政策自1989年實施至今已近20年，期間國際政經情勢已有實質的改變，而大國於國際間的權力與戰略籌碼亦有重整。中國以逐漸壯大的經濟實力為籌碼，並高舉所謂武禁政策是一項過時且有傷中國民族尊嚴為由，試圖說服歐盟解除這項在中國眼中具有政治歧視性的政策。而在遊說的過程當中，凡遇上存在於國際包括歐盟內部有關中國威脅論的阻力時，中國便以所謂「互相尊重主權和領土完整、互不侵犯、互不幹涉內政、平等互利、和平共處」的和平共處五原則，乃至於在「2005中國的和平發展道路白皮書」內所稱「建設一個持久和平、共同繁榮的和諧世界，是世界各國人民的共同心願，是中國走和平發展道路的崇高目標」為盾，如此降低解禁對國際社會所可能產生的政治與安全疑慮。

只是筆者儘管由中歐間武禁政策的折衝切入，但本研究中的核心目標在於檢視中國的外交戰略成效，在中歐全面戰略夥伴關係的架構下，中國與歐盟外交折衝上的雙向策略運用。在面對歐盟共同外交與安全政策中所設計的一致決機制，中國是如何透過與英、德、法三國不同程度之雙邊夥伴關係來一一單點突破。反之，歐盟內部的解禁派是如何基於經濟利益主張開放，維持現狀派又是如何從政治與安全因素來力阻武禁政策的解除？其中美國如何透過歐美同盟、台海與日本關切下的東亞情勢又在武禁政策存廢的角力上對歐盟的決策扮演什麼樣的角色？而中國又如何操作其夥伴戰略，藉由與英、德、法三國來影響歐盟，終究為中歐全面戰略夥伴關係操兵，亦是本研究的討論重點。

在評估中歐全面戰略夥伴關係後，最終筆者試圖檢視中國夥伴外交戰略觀的成效，探討中國外交上的夥伴戰略觀，以及約略評估中國之夥伴戰略對其邁向國際強權的意義。
